Steps :

• Create a movieclip named cursor_mc, place it on the canvas and give it an instance name mycursor
• Put following action in 1st Frame of your "Layer1"

Mouse.hide()
startDrag(mycursor,true)

Press Ctrl+Enter to view the new cursor.
